Michael J. Garvin has been named a Fellow of the American Society of Civil Engineers (ASCE). This honor recognizes outstanding professional distinction and reflects exceptional contributions to the civil engineering field. Garvin, the David H. Burrows Professor and program coordinator of the Vecellio Construction Engineering and Management program is recognized for his exceptional contributions in improving how major infrastructure projects are delivered.

Advancing Infrastructure Through Public-Private Partnerships

Garvin’s research centers on alternative project delivery methods, with a particular emphasis on public-private partnerships (P3s). His work explores how private investment can be leveraged to support public infrastructure, helping address funding gaps and improve project efficiency.

His early contributions to this field were recognized with the Presidential Early Career Award for Scientists and Engineers in 2004. Since then, he has secured more than $6 million in research funding from organizations such as the National Science Foundation, Federal Highway Administration, and National Cooperative Highway Research Program. His expertise has also led to advisory roles with groups like the Eno Center for Transportation and the Volpe Transportation Center.

Dedicated Educator and Industry Leader

In the classroom, Garvin teaches courses in construction management, contract administration, infrastructure delivery, and finance. His commitment to teaching excellence was recognized with Virginia Tech’s Certificate of Teaching Excellence in 2015.

He also serves as Director for the Eastern Region of the Build America Center and has published more than 150 technical papers and reports. In 2021, Garvin was elected to the National Academy of Construction, recognizing his leadership in project delivery, contracting methods, and infrastructure finance.
